Netanyahu has already decided on a quick occupation of the Strip, on the establishment of a military government at the end of the process, and on promoting the transfer/crime against humanity, which his government calls "voluntary migration." The facts are that the IDF is acting very cautiously, and as a result, relatively slowly, both to preserve the lives of the kidnapped, and to preserve as much as possible the lives of IDF soldiers, in a battle arena that is primarily characterized by tunnel warfare, ambushes, and guerrilla warfare. The source's words indicate that Netanyahu is examining the possibility that the Chief of Staff is deceiving him and is using slowness and delay to avoid a military government and to distance the IDF from the accusation of participating in crimes against humanity. Golda Meir's government took this step, in order not to approach a constitutional/military/social crisis, by dismissing the IDF commander on the southern front.

Benjamin Netanyahu is closely monitoring the IDF's performance in Gaza, especially in comparison to the Israeli government's order to the Israel Defense Forces. We do not know the exact wording of the Israeli government's directive/order/command to the IDF because, surprisingly, the Israeli government is not constitutionally obligated to publish the order in writing (see today's editorial). In our assessment, an order to establish a military government in the Gaza Strip does not appear in this order, while the source told us this week that Netanyahu and his government have already decided to establish a military government in the Gaza Strip after the city's occupation. It is possible that this gap between the government's intention and the order it gave to the IDF, which does not include the establishment of a military government, allows the IDF to consider and moderate the move, even though this is contrary to the intention of the Israeli government and the Prime Minister. Chief of Staff Zamir opposes, in our assessment, a military government. In addition to a military government, the Israeli government's intention to promote the transfer process ("voluntary migration") imposes an additional civilian mission on the IDF, which in our assessment is a crime against humanity, and not just a flaw in the use of a military body for a civilian mission. In our assessment, the Chief of Staff even opposes the IDF participating in "voluntary migration."
