Israel offered Hamas a new outline. Sinwar refused the offer, and he demands an American guarantee. In our estimation, Israel may agree to a transparent American guarantee for the success of the negotiations to end the war, and not to the end of the war, and at the same time obscure the end of the war clause. Netanyahu will initiate elections after the signing if there is one, but he will oppose a state commission of inquiry (see the extension in the main story). A proposal put on the table for the day after: Qatar and Egypt will educate the Palestinian Authority in Gaza, until it can take power.
Regarding "the day after", as mentioned, a discussion is now taking place in a positive atmosphere between the powers and the moderate Arab states, and Israel and the Palestinian Authority, for the entry of Qatar and Egypt as mentors of the Palestinian Authority until the future establishment of a Palestinian civil and security rule of the Authority in the Gaza Strip. We do not know what the extent of Israel's security freedom will be in the Gaza Strip during the time of Qatar and Egypt, to the extent that this clause is indeed agreed upon, it is possible that even the parties discussing it still do not know.
Sinwar demands a binding agreement, in writing, and a demand for an American guarantee for the cessation of war clause in the binding agreement. In our estimation, Israel may agree to a transparent American guarantee for the success of the negotiations to end the war (as opposed to the West to end the war); following the renewed coordination between Hezbollah and Hamas, Israel will agree to review Hezbollah's demand for a regional discussion on the cease-fire, that is, for all arenas together and not to separate the Gaza Strip from the northern border and Syria, and Israel will consider its agreement to the survival of Hamas as a non-military organization, after all the other terms of the agreement are agreed; if a regional agreement is indeed signed, Sinwar will be exiled.
These are the points discussed between the parties:
