Efforts to prevent a regional war, Egypt and Qatar will train the Palestinian Authority in Gaza

Israel offered Hamas a new outline. Sinwar refused the offer, and he demands an American guarantee. In our estimation, Israel may agree to a transparent American guarantee for the success of the negotiations to end the war, and not to the end of the war, and at the same time obscure the end of the war clause. Netanyahu will initiate elections after the signing if there is one, but he will oppose a state commission of inquiry (see the extension in the main story).  A proposal put on the table for the day after: Qatar and Egypt will educate the Palestinian Authority in Gaza, until it can take power.

Regarding "the day after", as mentioned, a discussion is now taking place in a positive atmosphere between the powers and the moderate Arab states, and Israel and the Palestinian Authority, for the entry of Qatar and Egypt as mentors of the Palestinian Authority until the future establishment of a Palestinian civil and security rule of the Authority in the Gaza Strip. We do not know what the extent of Israel's security freedom will be in the Gaza Strip during the time of Qatar and Egypt, to the extent that this clause is indeed agreed upon, it is possible that even the parties discussing it still do not know.

Sinwar demands a binding agreement, in writing, and a demand for an American guarantee for the cessation of war clause in the binding agreement. In our estimation, Israel may agree to a transparent American guarantee for the success of the negotiations to end the war (as opposed to the West to end the war); following the renewed coordination between Hezbollah and Hamas, Israel will agree to review Hezbollah's demand for a regional discussion on the cease-fire, that is, for all arenas together and not to separate the Gaza Strip from the northern border and Syria, and Israel will consider its agreement to the survival of Hamas as a non-military organization, after all the other terms of the agreement are agreed; if a regional agreement is indeed signed, Sinwar will be exiled.

These are the points discussed between the parties:

 

  1. The demand of the Iranian axis for the survival of Hamas, Israel will address this in a binding manner at the end of the negotiations.
  2. Sinwar will be deported outside Gaza.
  3. Release of all the kidnapped, captives and missing persons, before the declaration of the end of the war.
  4. Entry of Egypt and Qatar as mentors of the Palestinian Authority. 
  5. American and probably also British guarantee for the success of the negotiations but not for the cessation of the war. Sinwar demands a guarantee for the cessation of the war
  6. Discussions are held on an outline in connection with the cessation of the war, and on the adjustment of the American-British guarantee to the binding written agreement.
  7. Rule by the Palestinian Authority at the end of the mentoring process of Egypt and Qatar, and a political process of "Gaza first" may begin.
  8. Resolving points of dispute on the Lebanese border.
  9. The agreement will be signed between Israel and Lebanon, and not between Israel and Hezbollah.
  10. Hizbullah's withdrawal 8 kilometers to the north, and the entry of the Lebanese army into the Israel-Lebanon border.
  11. Reference to Iran's demand for a new nuclear agreement and the removal of sanctions; We do not know anything about this except for Iran's demand, and the principled willingness of Israel and the powers to discuss a regional agreement.
  12. In our estimation, Israel will demand the withdrawal of the Revolutionary Guards from Syria.
