בחודשים האחרונים, ובעיקר בעקבות האסטרטגיה החדשה של חמאס להתבסס בגדה המערבית, מתנהל ברמאללה מו"מ חשאי בין הרשות הפלסטינית לבין חמאס. בשם חמאס מדבר עם הרשות ד"ר נאסר אלדין א-שאער (ר' כותרת ראשית גיליון 45). ברשות הפלסטינית פירשו את היקף הנושאים הרחב עליהם מדבר אל שאער איתם, כניסיון של חמאס לדבר בשם העם הפלסטיני. מקור פלסטיני ברשות אמר ל tipp כי אל שאער מדבר עם הרשות לא רק על מעמדה של עזה במרקם של הגופים השלטוניים הפלסטיניים, אלא גם על מעמד הר הבית, ועל מעמדה החדש של תנועת חמאס בגדה המערבית. המקור אמר כי " החמאס רוצה לקשור (במו"מ, tipp) את הנושא של עזה, ואת הנושא של ירושלים ואת הנושא של הגדה, לא במטרה לעשות עסקה גדולה, אלא כדי שיוכל להגיד לאנשים שהוא מדבר בשם העם הפלסטיני, במקום אש"פ". בעקבות המשבר בשיחות עם אל שאער, הגבירה הרשות הפלסטינית לחץ על פעילי חמאס בגדה המערבית, אם כי כוחו המתחזק של חמאס ברחוב בעיקר בצפון ובדרום הגדה, גורם לתמורה גם בארגונים שמזוהים עם הרשות הפלסטינית, ובהם פתח, אשר חושש כי לחץ גדול מידי על חמאס, ירחיק תומכים מתנועת פתח, ברחוב. כפי שדיווחנו כאן בעבר, לקראת הועידה השמינית של תנועת פתח שתהיה כנראה בקיץ, מנסה המנהיגות הזוטרה של התנועה, לחזק את מהלכיה ברחוב הפלסטיני כדי לזכות בו לתמיכה פוליטית רחבה.

In recent months, and especially following Hamas' new strategy to establish itself in the West Bank, secret talks have been taking place in Ramallah between the Palestinian Authority and Hamas. On behalf of Hamas, Dr. Dr. Nasser Aladdin Alshaar speaks with the PA (see headline, issue 45). The Palestinian Authority interpreted the wide range of issues on which Alshaar speaks with them as an attempt by Hamas to speak on behalf of the Palestinian people. A Palestinian source in the PA told tipp that Alshaar talks with the PA not only about Gaza's status within the Palestinian Authority, but also about the status of the Temple Mount, and the new status of the Hamas movement in the West Bank. The source said that "Hamas wants to tie (in negotiations, tipp) the issue of Gaza, and the issue of Jerusalem and the issue of the West Bank, not with the aim of making a big deal, but so that he can tell people he is speaking on behalf of the Palestinian people, instead of PLO.”

Following the crisis in talks with al-Shaar, the Palestinian Authority increased pressure on Hamas operatives in the West Bank, although Hamas' growing power on the streets, especially in the north and south of the West Bank, is also causing a change in organizations affiliated with the Palestinian Authority, including Fatah, which fears that too much pressure is being put on Hamas, Will keep supporters away from the Fatah movement, on the street. As we have reported here before, ahead of the eighth Fatah movement conference that will probably be in the summer, the movement's junior leadership is trying, strengthen its moves on the Palestinian street to gain wide political support.
