לפני כחודש, איראן העבירה לארה"ב הצעות חדשות לגבי המו"מ בווינה, באמצעות אנריקה מורה שביקר בטהרן. כעת היא דורשת שארה"ב תשיב להצעותיה, והיא גם רומזת ששתי המדינות צריכות להיפגש באמצע הדרך – כלומר בוויתורים הדדיים.
על רקע הקשיים במו”מ בווינה, וחששה של איראן, להישאר עם הסנקציות, הן החדשות של טראמפ והן הסנקציות שקדמו להן, וגם עם הגדרת משמרות המהפכה כארגון טרור, וגם עם הלחץ שמפעילה עליה סבא"א, הסוכנות הבינלאומית לאנרגיה אטומית, עיתון טהרן טיימס פרסם השבוע ראיון עם דיפלומט איראני בעבר, אשר לדבריו המצב העגום אליו הגיע המו"מ בווינה נובע מאי הבנה, תוצאה של היעדר מעורבות עמוקה בין ארה"ב ואיראן. הדיפלומט ממליץ בין השורות שתהיה מעורבות עמוקה וישירה בין הצדדים, אשר בכוחה יהיה לפזר את הערפל בווינה, והיא אף תאפשר לשתי המדינות להבין טוב יותר זו את זו. הבנה כזאת אומר הדיפלומט עשויה להביא לפתרון הסוגיות, והיא חשובה לכן יותר מאשר הסוגיות עצמן, ככלי מרכזי קבוע לפתרון בעיות שעל הפרק.
בראיון אף נרמז כי איראן תהיה מוכנה לסגור את המחלוקת הנוכחית עם ארה"ב בווינה באמצע הדרך, כלומר בפשרה הדדית של שני הצדדים. בשתי נקודות תהיה איראן מוכנה ללכת לאמצע הדרך, לפי הריאיון, האחת היא בדרישה להוציא את משמרות המהפכה מרשימת ארגוני הטרור, והשנייה: איראן תסכים לחדד את אופן הסרת הסנקציות עליה, תחת דרישתה להסירן למפרע. בתמורה דורשת איראן מארה"ב להשיב להצעות אשר היא העבירה אליה באמצעות אנריקה מורה, נציג האיחוד האירופי לשיחות בווינה. מורה ביקר בטהרן לפני כחודש בניסיון לחלץ את המו"מ מהמבוי הסתום אליו הגיע.
About a month ago, Iran forwarded to the US new proposals regarding the negotiations in Vienna, through Enrique Mora who visited Tehran. It now demands that the US respond to its proposals, and it also hints that the two countries should meet halfway – that is, by mutual concessions.
Because of the difficulties in the negotiations in Vienna, and the fear of Iran, to stay with the sanctions, both the news of Trump and the sanctions that preceded it, and also with the definition of the Revolutionary Guards as a terrorist organization, and also with the pressure exerted on it by the IAEA, the International Atomic Energy Agency, the Tehran Times this week published an interview with a former Iranian diplomat, who said the dire situation reached in the Vienna negotiations was due to a misunderstanding, a result of the lack of deep involvement between the US and Iran. The diplomat recommends between the lines that there will be deep and direct involvement between the parties, which will have the power to dispel the fog in Vienna, and it will even allow the two countries to better understand each other. Such an understanding says the diplomat may lead to resolving the issues, and is therefore more important than the issues themselves, as a permanent central tool for resolving issues at stake.
The interview even hinted that Iran would be willing to close the current dispute with the US in Vienna halfway, that is, by mutual compromise between the two sides. At two points Iran will be willing to go halfway, according to the interview, one is in its demand to remove the Revolutionary Guards from the list of terrorist organizations, and the other: Iran will agree to refine the way sanctions are lifted on it, under its demand that they be lifted in advance. In return, Iran demands that the United States respond to offers it has made to it through Enrique Mora, the EU's representative for talks in Vienna. Mora visited Tehran about a month ago to extract negotiations from the crisis it had reached.
