Is it possible that a great event will happen in front of millions of people, and yet none of them will be able to see it? Those present in the studios said that nothing special had happened before their eyes, and on the Palestinian side, apparently under the influence of the studios in Israel, they shed a tear and knocked with their feet.
President Biden first separated the Palestinian state, from the fundamental condition that applied to it in the political discourse, meaning that it is only part of the rule of two states for two peoples. Biden has stated the legitimacy of the Palestinian state independently, that is, even if Israel, for the sake of clarity, requests a different idea from two states in the future, for example the idea of a binational state, even then, the Biden Declaration will remain in force, and this declaration is intended for a Palestinian state, which the President detailed all its important components, in a separate political statement about it.
The American president has named the borders of the Palestinian state, as a state that will be established within the borders of 67. The boundaries of the Palestinian state in the Biden Declaration are so precise that it states that if there are territories that are impossible to hand over to the Palestinians, Israel will have to hand over alternative territories to the Palestinian state elsewhere. In addition, he established the permanent reality in the holy places; He said that the responsibility of the Hashemite-Jordanian family for them (which is the product of Moshe Dayan's thought after the Six Day War) would remain the same and be enshrined in the permanent agreement; From this Israel’s de jure sovereignty over the site will also remain the same. To validate his statement, Biden delivered his speech in Bethlehem, which is a historical city parallel in importance to Jerusalem, as having a deep historical heritage, and is fully Palestinian, and clarifies the essential connection of the Palestinians to part of the Land of Israel, which is the homeland of the Jewish people.
Like the Balfour Declaration, so is the Biden Declaration, the political reality on the ground does not allow for its implementation. Israel waited for its establishment for another 30 years after the Balfour Declaration was issued, until the conditions for the fulfillment of the promise were ripe. Palestinians may wait less.
The Balfour Declaration was unprecedented in the clear wording and place and manner given. The Biden Declaration, on the other hand, comes after four visits by American presidents to the Palestinian Authority, and after presidential statements that recognize the Palestinian right to a state. Yet Biden Declaration is different and expresses a mature American conclusion about the Palestinians' right to establish a state within the 1967 borders, including resolving the stumbling blocks in Israeli-Palestinian relations, which are the issue of Jerusalem, and the issue of Jewish settlements that can no longer be evacuated.
