העיתון טהרן טיימס הבהיר כי "המסמך החדש, שהוא דוקטרינה גרעינית, מגיע כאשר המשא ומתן בווינה, נעצר עקב חוסר נכונות של ממשל ביידן לקבל החלטות פוליטיות בנוגע לשיחות"

בסוף הדברים, מתייחס העיתון לדברים שאמר ב 10 במארס המנהיג האיראני עלי חמנאי, אשר עולה מהם לכאורה כי תכנית הגרעין האיראנית אינה תכנית צבאית, אלא נוגעת להתפתחות מדעית ולאנרגיה. נימת הדברים, והקשר שסוכנות הידיעות של משמרות המהפכה עושה בין חשיפת המסמך, לבין הדיונים על הסכם הגרעין בוינה, לעומת זאת, אינם תומכים ברמז של טהרן טיימס לפיו מדובר בתוכנית שאינה בהכרח צבאית. הסתירה הזאת בין המקורות, היא ככל הנראה צעד טקטי באיום שמופנה כלפי וינה.

The tone of the matter, and the connection that the Revolutionary Guards News Agency makes between the disclosure of the document, and the discussions on the nuclear agreement in Vienna, on the other hand, they do not support the Tehran Times' hint that this is a program that is not necessarily military. This contradiction between the sources, is probably a tactical step in a threat directed at Vienna.
